Samuel is a passionate public affairs professional with a diverse background in strategic communications, media relations, crisis management, and policy engagement. Before joining Steer PR, he honed his expertise at Charlotte Street Partners, a strategic communications firm in Edinburgh, Scotland, where he tackled a broad range of public affairs and public relations challenges for both private sector and non-profit organizations. In his role at Charlotte Street Partners, Samuel authored in-depth political, regulatory, and legislative analyses while also playing a key role in driving media and communications initiatives.
Samuel’s experience extends further through his work with Prospero Limited, a development company based in Zambia, and The Counterterrorism Group, an intelligence and risk consulting firm. In these roles, he refined his skills in analysis, stakeholder engagement, and communications strategy.

Originally from New Jersey, Samuel has spent significant time living abroad in Europe. He holds an MA in Politics and Economic and Social History, as well as an MSc in International Relations with a focus on security studies, both from the University of Edinburgh, where his Master’s dissertation examined emerging security dynamics in Central Asia. Samuel currently resides in Washington, D.C.
